Message	Depends on the state :) In SC, you can do whatever the heck you want to your car! Mike Mehnert here has a heavily modded 96TT, and I believe he's from CA and hasn't had any issues. Truthfully, there's no reason why a 96 wouldn't pass inspection. If it doesn't, it would be for the same reason any previous year Z wouldn't pass either: a poor running engine. As long as you're getting good combustion, there's no reason it wouldn't pass a tailpipe test.
